The Microsoft Certified Systems Engineer (MCSE) on Microsoft Windows® 2003 credential is the premier certification for professionals who design and implement the infrastructure for business solutions based on the Microsoft Windows 2003 platform and Microsoft Windows Server System™. - Microsoft's MCSE Certification Site 

Requirements:
There are a total of seven exams for this certification:
Client OS Exams (You must take one)
  070-210 Windows 2000 Professional
070-270 Windows XP Professional
Four Core Exams (You must take all four)
  070-290 Managing Windows Server 2003 Environment
070-291 Managing Windows Server 2003 Network Infrastructure
070-293 Planning Windows Server 2003 Network Infrastructure
070-294 Windows Server 2003 Active Directory Infrastructure
Designing Exams (You must choose at least one, the other can be an elective)
  070-297 Designing Active Directory and Network Infrastructure
070-298 Designing Security for a Microsoft Windows Server 2003 Network
Elective Exams (You must choose at least one if you have not taken both designing exams)
  The above designing exams can also be used as electives:
070-086 Managing Windows SMS server
070-227 Managing ISA Server 2000
070-228 Managing SQL Server 2000
070-229 Designing Databases in SQL Server 2000
070-232 Highly Available Web Solutions - Microsoft Applications Center 2000
070-281 Planning Enterprise Project Management
070-282 Designing network Solutions for small and mid sized businesses
070-284 Managing Exchange Server 2003
070-285 Designing an Exchange Server 2003 Organization
070-299 Implementing Security on a Windows 2003 Network
070-301 Delivering IT Projects using Microsoft Solutions Framework 3.0

Note: One of these certifications can also be used as an elective for MCSA 2003:
MCSA or MCSE on Windows 2000
MCSE on Windows NT 4.0

CompTIA Security+

Unisys UN0-101 - Microsoft Windows Server 2003 Solutions in the Data Center

Specializations:

Messaging: Taking the 70-284 and 70-285 exams as elective exams will add the Messaging specialization to your MCSE certification

Security: Taking the 70-299 exam and either the 70-227 or the Security+ exam will add the Security specialization to your MCSE certification
